Job Summary
The Manager, Payroll will supervise and coordinate the preparation and distribution of the hourly and salaried payroll in a timely and accurate manner, maintain payroll tax compliance and review the preparation and filing of all required reporting. Recommends new or changes to existing department systems, programs, policies and payroll procedures and effectively executes the implementation of these.
This position is responsible for assisting in the development and implementation of short/long-term strategies that are in accordance with company goals and objectives. Provide expert advice and counsel to senior leadership on department-related issues, including those with company-wide or external impact. Compile and report on department activities and achievement of goals and objectives to senior level management.
Responsibilities:
- Manage and review all payroll for US based Exempt and Non-exempt employees in accordance with all Federal, State and Local laws.
- Maintain automated time and attendance program for employees and temporary workers including time off accruals
- Under the direction of the Sr. Human Resources Director, review and process annual merit increases, promotional increases, commission checks, special payroll runs, or other special payment requests ensuring consistency and compliance.
- Follow company policies, payroll policies and government regulations in the processing of payroll procedures, deductions, wage garnishments and benefit deductions
- Work with External Auditors on the Annual Financial Audit, 401k and Worker’s Comp Audits.
- Perform detailed reconciliation of payroll-related GL accounts and make adjusting entries as necessary.
- Monitor and reconcile all payroll tax payments made by 3rd party consultants assuring they are made timely and in accordance with Federal, State and Local laws.
- Assist in evaluating and improving payroll operations, documenting and updating policies and procedures, and internal controls.
- Supervise, develop, measure, monitor, and evaluate the performance of direct reports.
- Handle escalated inquiries and resolve issues in a timely manner
- Lead direct reports in a manner that fosters ethical business practices and teamwork while supporting and enforcing all company policies and practices
- Administer the company 401k, 409A benefit plans , Flexible Spending Accounts (FSA), and Transit Plans
- Maintain confidentiality and discretion when meeting with individual employees about sensitive situations surrounding pay or other payroll related issues.
- Prepare payroll estimates and create and run reports as requested by management. Including the annual regular rate of pay calculations for non-exempt employees for the annual bonus
- Monitor the Company Leased Vehicle Program insuring taxable income is recorded properly on W2 forms.
- Understand Mizuho OSI’s business objectives and the relationship between the Department and those objectives; to support and follow the Corporate Vision, Mission & Values Statements, to maintain the services and quality levels set by Mizuho OSI, and to continually enable Mizuho OSI to be a great place to work.
- Understand, follow and support Mizuho OSI’s internal Quality System policies, procedures and work instructions including but not limited to applicable external regulations (21 Code of Federal Regulations Part 820 Quality System Regulations and applicable International Standards).
- Perform other duties as assigned.
Qualifications & Requirements:
Manager: Bachelor’s degree in business; five to seven years of progressively responsible, Payroll and basic accounting principles with minimum four years of supervisory experience preferred; or equivalent combination of education and experience.
- Knowledge of current IRS payroll guidelines.
- Knowledge of payroll as it relates to the Federal and State Wage & Hour laws and regulations.
- Knowledge of medical insurance and employee benefit plans.
- Strong working knowledge of Payroll and timekeeping systems.
- Knowledge and experience in operating personal computers, various office equipment and machines, and telephone systems.
- Ability to communicate with employees and other business contacts in a courteous and professional manner.
- Must be able to maintain a professional attitude while under pressure when assisting employees.
- Ability to maintain confidentiality of classified information
- Proficiency with Success Factors Employee Central Payroll & Time preferred
- Certified Payroll Professional (CPP) Strongly preferred

Salary: $124,000 - $160,000 DOE + potential annual bonus + comprehensive benefits package
